Now have an API at http://developer.worldbank.org/ which offers access to some of their overall data:

The World Bank's first API offers 114 indicators from key data sources and 12,000 development photos (see all sources). We are releasing this API because we believe this information can be mapped, visualized and mashed up in an unlimited number of ways that will help develop a better understanding of trends and patterns around key development issues.

Terms and conditions on FAQs page state:

"The World Bank is pleased to allow Users to visit the Site and download and copy the information, documents and materials (collectively, "Materials") from the Site for User's personal, non-commercial use, without any right to resell, redistribute or create derivative works therefrom, subject to the terms and conditions outlined below, and also subject to more specific restrictions that may apply to specific material within this Site."

The API terms and conditions also have a lot of restrictions but at least don't exclude derivative works per se (emphasis added):

... Any commercial redistribution of World Bank Data must be subject to a separate, written agreement with the World Bank. All queries related to commercial redistribution of World Bank Data should be addressed to pubrights@worldbank.org.

The license is subject to the following restrictions:

All calls to the World Bank API must reference the APIKEY issued to you as an approved licensee.

You agree to keep the APIKEY confidential, and not to share it with any third party. This license is personal to you, and any affiliates or third parties must seek and obtain their own license and APIKEY.

You may not retain any copies of the World Bank Data. Your license is limited to making direct server calls to http://open.worldbank.org for purposes of distributing World Bank Data to your end users on your Web site(s) and/or Application(s) immediately upon receipt by your servers.

You may not present the World Bank Data (or permit World Bank Data to be presented) so that it appears to be available from a third party or third party Web site.

You further agree not to otherwise reproduce, modify, distribute, decompile, disassemble or reverse engineer any portion of the World Bank API or any World Bank Data provided by The World Bank.
